House of Lords Debate Highlights Growing Pressure on School Phone Policies

On 27 April 2026, members of the House of Lords debated the Children’s Wellbeing and Schools Bill—focusing in part on a very practical issue for schools: how effectively mobile phone policies are actually working day to day.

During the discussion, Baroness Barran shared findings from the latest 2024–25 behaviour survey that highlight a clear gap between what schools think is happening and what pupils experience. While 82% of secondary school leaders believe their phone policies are followed most or all of the time, only 38% of pupils agree. In fact, over a third of students say those rules are rarely or never followed—suggesting that many policies exist on paper but are difficult to enforce in reality.

This was brought to life by a student quote referenced in the debate:

” ‘Not seen, not heard’ didn’t stop us using our smartphones at school, it just made us more discreet.”

In simple terms, banning phones doesn’t always stop usage—it can just drive it underground.”

The wider impact on students is hard to ignore. More than a quarter reported being photographed without their consent, and almost a third believe they would have achieved better GCSE results if smartphones hadn’t been present in school. Experts also highlighted that for neurodivergent pupils, the mere presence of a phone can be a constant distraction—making it harder to focus, stay engaged, and manage learning challenges.

Responding for the government, Baroness Smith of Malvern confirmed that these findings will be reviewed, with potential updates to national guidance expected by September 2027.

So what does this mean in practice?
Put simply: having a mobile phone policy isn’t enough anymore. Schools need solutions that are consistent, enforceable, and actually work in real classrooms—not just in theory.
