On 27 April 2026, members of the House of Lords debated the Children\u2019s Wellbeing and Schools Bill\u2014focusing in part on a very practical issue for schools: how effectively mobile phone policies are actually working day to day.<\/p>\n

During the discussion, Baroness Barran shared findings from the latest 2024\u201325 behaviour survey<\/a> that highlight a clear gap between what schools think is happening and what pupils experience. While 82% of secondary school leaders believe their phone policies are followed most or all of the time, only 38% of pupils agree. In fact, over a third of students say those rules are rarely or never followed\u2014suggesting that many policies exist on paper but are difficult to enforce in reality.<\/p>\n

Responding for the government, Baroness Smith of Malvern confirmed that these findings will be reviewed, with potential updates to national guidance expected by September 2027.<\/p>\n
